What Is Medicare Home Health Coverage?

Medicare covers home health services for eligible beneficiaries, but requirements must be met. Understanding Medicare home health coverage helps seniors access these valuable benefits.

What Medicare Home Health Covers

Skilled nursing care is covered when you need professional nursing services. Wound care, injections, medication management, and disease education are examples of covered skilled nursing.

Physical therapy is covered when needed to restore function. Walking, balance, strength, and mobility issues are addressed. Therapy must be provided by licensed physical therapists.

Occupational therapy is covered when needed to improve ability to perform daily activities. Bathing, dressing, and functional tasks are addressed. Occupational therapy can continue as the sole service after other skilled needs end.

Speech therapy is covered for communication and swallowing problems. Stroke recovery, Parkinson’s disease, and other conditions affecting speech and swallowing are addressed.

Home health aide services are covered when skilled services are also being provided. Aides help with personal care under nurse supervision. Aide services alone do not qualify for coverage.

Medical social services are covered when needed to address social and emotional factors affecting treatment. Social workers help with community resources, counseling, and care planning.

Eligibility Requirements

You must be homebound. This means leaving home requires considerable effort or is medically inadvisable. You can still leave for medical appointments and occasional outings without losing eligibility.

You must need skilled care. Nursing, physical therapy, or speech therapy must be medically necessary. Need for aide services alone does not qualify you for home health.

Care must be intermittent or part-time. Home health is not 24-hour care. Services are provided as periodic visits, not continuous presence.

A physician must order the care. Your doctor must certify that you need home health services and meet eligibility criteria. The physician establishes the plan of care.

A Medicare-certified home health agency must provide care. Only certified agencies can bill Medicare. Certification ensures agencies meet quality standards.

What Is Not Covered

24-hour care is not covered. Home health provides intermittent skilled services, not around-the-clock coverage.

Personal care alone is not covered. If you only need help with bathing and dressing without skilled nursing or therapy needs, Medicare home health does not apply.

Homemaker services like cooking and cleaning are not covered unless combined with skilled care needs.

Cost to Beneficiaries

Medicare home health has no copay or deductible for covered services. When you meet eligibility requirements, home health services are covered at 100 percent.
