What is IHSS and who qualifies for it?

Understanding IHSS: California’s In-Home Supportive Services Program

In-Home Supportive Services (IHSS) is California’s program that helps eligible seniors and people with disabilities remain safely in their homes instead of moving to nursing facilities. The program pays for caregivers to assist with daily living activities.

Who Qualifies for IHSS

  • Residency: Must be a California resident
  • Financial Need: Meet Medi-Cal income and asset requirements
  • Functional Need: Unable to live safely at home without assistance
  • Age: 65+ OR blind OR disabled (any age)
  • Legal Status: U.S. citizen or qualified immigrant

Services IHSS Can Provide

  • Housecleaning, meal preparation, and laundry
  • Shopping for food and errands
  • Personal care services (bathing, grooming, toileting)
  • Accompaniment to medical appointments
  • Protective supervision for mentally impaired
  • Paramedical services (with training)

Financial Eligibility (2024)

  • Income Limit: $1,670/month for individual
  • Asset Limit: $2,000 for individual, $3,000 for couple
  • Share of Cost: May pay portion if over income limit
  • Property: Primary home and one car exempt

Expert Tip:

  • Even if you’re slightly over income limits, apply anyway—the Share of Cost program allows participation by paying the difference between your income and the limit.
